On May 5, CRH6A inter-city EMU developed by CSR with fully-owned intellectual property rights is licensed officially by the Railway Administration with Model Certificate and Manufacturing Permit. It was the first time that inter-city EMU was approved for model certification in China and licensed for marketing of railway rolling stock . It indicates that China has a first real-world inter-city EMU for mass production and actual operation, and CSR Sifang Company becomes the only licensed inter-city EMU manufacturer in China.
As introduced by Liang Junhai, the vice director of Technical Center of Sifang Company, CRH6A inter-city EMU was a new-type express rail vehicle developed to meet the integrated construction of urban and regional transportation system and repaid growth of inter-city railway system in China. Based on the advanced technology platform for express EMU, CSR Sifang Company for railwlay rolling stock has developed the first Cinova inter-city EMU platform in China through overall innovation to meet the application features of inter-city rail transit. CRH6A inter-city EMU operating at 200 km/h is the first model based on this technology platform, and is also the first inter-city EMU developed in China, which was completed in 2012.
CRH6A inter-city EMU is known as "express in metropolitan area", combining technological advantages of both high-speed EMU and frequently-start-and-stop urban metro. CRH6A uses heavy-duty shaft type truck, large-torque driving system, large-range side door, featuring high operating speed, large passenger capacity, rapid start and stop and quick passenger access, effectively meeting high-density and bus-based express travel by inter-city rail, and especially applicable to commuting passenger traffic service between neighboring cities and metropolitan areas, linking the cities and towns along the line into one.
As introduced, CRH6A inter-city EMU is capable of operating continuously/intermittently at a speed up to 200 km/h along the stations. CRH6A grouped by 8 cars has a maximum passenger capacity up to 1,488, approximately double that of the express EMU currently in use, equivalent to 37.2 times of carrying capacity of 40-person passenger bus and operating at a speed 2-4 times of that of the latter. In case of full load and departure interval of 3 minutes, CRH6A has a carrying capacity per hour up to 30,000 persons, but cutting down energy consumption by around 44% compared to the EMU at the same speed level in term of 100 km energy consumption per capita.
As introduced by Mr. Liang, CRH6A inter-city EMU had gone through a lengthy process of strict research and development and trial operation. CRH6A model test was finished in May 2013. No-load/heavy-load (passenger loading analog) and passenger-loading trials on lines were carried out in August 2013. Application assessment was completed in August 2014. 30‰ slope startup test and rescue test were conducted successfully along grand west line at the end of September, which was the test in the maximum gradient ever performed for domestic EMU so far, strongly verifying its adaptability to complex operating conditions. At the beginning of this year, CRH6A passed the technical evaluation carried out by CRC, and a model certification application was submitted to the Railway Administration early in April. The Railway Administration verified that, based on Implementing Regulations for Design, Manufacturing, Maintenance and Import of Railway Locomotives, CRH6A was in full compliance with the requirements for model approval, and issued the administrative approval today. "The model Certificate and manufacturing permit is an admission ticket to the national rail market, and now CRH6A inter-city EMU will be manufactured and put into operation on a large scale," Mr. Liang expressed.
As known, based on current Cinova technical platform, CSR Sifang Company has developed CRH6 inter-city EMU family with three speed levels - 200 km/h, 160 km/h and 40 km/h, meeting 3 station spacing distances - above 15 km, 5-15 km, and below 5 km, grouped and customized as required. Currently 160 km/h CRH6F inter-city EMU has been test operated for 150,000 kilometers while 140 km/h double-powered inter-city EMU has been completed.
With progress in new-type urbanization strategy and regional integrated transportation construction in China, inter-city rail transit is being developed rapidly as a new rail transit for railway vehicle . According to a statistical material from NDRC, since 2004, the state has approved a number of inter-city rail construction plans in total length up to 6,222 kilometers by 2020, covering Beijing-Tianjin-Hebei Region, Pearl River Delta, Yangtze River Delta, Changsha-Zhuzhou-Xiangtan Region, Wuhan, Central Plains, Shandong Peninsula, areas of Jiangsu along Yangtze River, Hohhot-Baotou-Erdos, Zhejiang metropolitan area, Wanjiang Region, central Shaanxi plain and Ningxia. Currently inter-city rails of more than 800 kilometers have been completed along Zhuang-Zhu Line, Cheng-Guan Line, Zheng-Jiao Line and Zheng-Kai Lines. In addition, the state has also planned 21 urban agglomerations including Beijing-Tianjin-Hebei Region, Pearl River Delta, and Yangtze River Delta, covering densely populated and economically developed areas across China, and a strong demand for inter-city rail transit is expected. Advanced, cost-efficient, adaptable and universe inter-city EMU meets inter-communication between urban agglomerations and metropolitan areas, and plays a significant role in accelerating regional integrated transportation and new-type urbanization construction in China.

1. Model Certificate and Manufacturing Permit
As per Implementing Regulations for Design, Manufacturing, Maintenance and Import of Railway Locomotives issued by Ministry of Transport, design and manufacturing of new-type rail locomotive and vehicle shall be subject to the model certificate and manufacturing permit issued by the Railway Administration.
2. Inter-city Railway
Based on Design Code for Inter-City Railway (implemented officially from March 1, 2015) issued by the Railway Administration, inter-city railway refers to special express and high-density passenger traffic railway operated between neighboring cities or urban agglomerations, with passenger train design speed up to 200 km/h.
An inter-city railway is a special passenger traffic line connecting adjacent cities or urban agglomerations, with length ranging from 50 to 200 kilometers. Any railway shorter than the distance range is urban rail while any railway longer than the distance range is trunk line railway. In addition, inter-city railway is an important part of comprehensive urban transit system, and operates for commuting passenger traffic between neighboring cities and urban agglomerations with stations spaced between 5-20 kilometers, mainly serving mid-/short-travel passengers, with relative short single-trip duration and emphasizing quick and convenient travel.
Urbanization in China will be developed in the form of urban agglomeration, and linking the cities with large-capacity inter-city railways is a necessity to in-depth urbanization.
